Reduces the initial payment required for tenants to participate in Virginia's Eviction Diversion Program from 25% to 10% of the amount owed on the unlawful detainer

Restructures the remaining payment schedule to three equal installments of 30% each (previously 25% each) due on the fifth of each subsequent month over three months

Expands eligibility by replacing the employment requirement with a broader "has income" standard for demonstrating ability to make payments

Removes restrictions based on late payment history and instead disqualifies tenants who have outstanding rent or defaulted on a payment plan within the last 12 months

Requires general district courts implementing the Program to attach information about the Program and eligibility criteria to any unlawful detainer summons

Adds electronic funds transfer as an acceptable payment method alongside cashier's checks, certified checks, and money orders
