Renames the Autism Advisory Council to the Autism Commission and reduces membership from 25 to 12 members, consisting of 9 legislative members and 3 nonlegislative citizen members, while eliminating the 7 ex officio agency positions

Expands the Commission's scope to include individuals with "other developmental disabilities" in addition to autism spectrum disorders, and adds duties to examine service delivery in other states

Authorizes the Commission to appoint and employ an executive director and staff, replacing the previous arrangement where administrative support was provided by the Clerk's office and Division of Legislative Services

Grants the Commission authority to request records and data from any state agency or political subdivision, and to access facilities and observe operations of such entities

Sets a sunset date of July 1, 2027, and terminates current nonlegislative citizen member terms upon the act's effective date, though those members remain eligible for reappointment
