Eliminates the directly elected mayor position in the Town of Waverly (Sussex County) beginning with the November 2026 general election, replacing it with a mayor chosen by the five-member town council

Creates a town manager position appointed by council to handle day-to-day operations, including budget preparation, department management, and supervision of town employees

Establishes that the mayor and vice mayor serve two-year terms, remain full voting members of council, receive no salary but may receive stipends set by council

Gives the town the option to contract with the Sussex County Sheriff for police services or establish its own police force under the town manager's control

Declares an emergency, making the charter amendments effective immediately upon passage
