Creates a new pathway for dental hygienist licensure in Virginia allowing graduates of dental schools outside the United States who were or are eligible to practice dentistry in a foreign country or jurisdiction to obtain a dental hygiene license

Requires foreign-trained dentist applicants to meet the same standard requirements as other dental hygienist applicants, including passing the dental hygiene examination from the Joint Commission on National Dental Examinations and completing a clinical examination acceptable to the Board

Amends the Code of Virginia sections 54.1-2722 and 54.1-3408 to incorporate the new licensure pathway and update cross-references for remote supervision provisions

Maintains existing scope of practice for dental hygienists, including the ability to administer topical oral fluorides, anesthetics, and Schedule VI nitrous oxide and local anesthesia under dentist direction with appropriate training
