Requires the Governor's budget proposals for 2027, 2028, and 2029 legislative sessions to include funding to raise Virginia's average teacher salary to at least the national average by the beginning of fiscal year 2030

Applies compensation supplements to Standards of Quality-funded instructional and support positions, with the state providing its share of the funding

Mandates the salary increase be phased in through four equal installments of at least one-quarter of the required increase each year from 2026 through 2029 sessions

Uses the Joint Legislative Audit and Review Commission's Virginia Compared to the Other States report as the data source for calculating national and state average teacher salaries

Requires projections to be adjusted using the Consumer Price Index (CPI-U) for national averages and to account for subsequent state compensation increases assuming localities provide full matching funds
