Creates a State Government Internship Coordinator position within the Department of Human Resource Management to attract high-quality interns and develop them for future Commonwealth employment

Requires the Internship Coordinator to consult with the State Council of Higher Education for Virginia and the Virginia Economic Development Partnership Authority to support, track, and promote state government internship opportunities

Establishes a professional development system for state government interns, intern supervisors, and human resources staff to improve internship program implementation

Amends Virginia Code sections 2.2-1201, 2.2-1211, 2.2-1212, and 51.1-1101 to incorporate the new internship duties into the Department of Human Resource Management's existing responsibilities
