Mandates employers provide water, shade or climate-controlled access, rest periods, heat acclimatization, and training on heat illness prevention

Requires employers to implement heat procedures when temperatures reach Board-set thresholds and establish emergency response procedures

Exempts emergency services workers (law enforcement, EMS, firefighting, utility restoration) and heat exposure lasting 15 consecutive minutes or less

Establishes an advisory panel for developing regulations, requiring at least half the membership be employee advocates, with additional stakeholders from agriculture, business, and public higher education
