Amends the City of Hopewell charter to change the composition of the Hopewell Water Renewal Commission from six user-nominated members to up to seven, while reducing city official members from three to two (removing the city attorney)

Requires new users seeking Commission representation to provide a reasonable, market-based capital contribution based on expected facility usage, rather than an amount solely determined by city council

Adds a governance requirement that all Commission actions must be approved by both a majority of members and either the city manager or the city council member to be effective

Expands the Commission's explicit powers to include reviewing and directing financing, design, construction, improvement, repair, maintenance, operation, and expansion of the regional wastewater treatment facility

Changes terminology from "manufacturers" to "users" throughout the charter provisions to broaden eligibility for Commission membership nominations
