Mandates the Board of Health to promulgate implementing regulations by July 1, 2027

Establishes a compliance grace period where no penalties, sanctions, or enforcement actions can be taken for noncompliance with the new neonatal care standards until July 1, 2029

Amends § 32.1-127 of the Code of Virginia, which governs regulations for hospitals and nursing homes, specifically updating subdivision B9 regarding neonatal services designation
