Amends Virginia Code § 46.2-882.1 governing photo speed monitoring devices used in school crossing zones, highway work zones, and high-risk intersection segments near schools where traffic fatalities have occurred since January 1, 2014

Prohibits private vendors operating speed cameras from imposing or collecting any additional fees, including administrative fees, beyond the civil penalties authorized by law (maximum $100 for speeds 10+ mph over the limit)

Expands annual reporting requirements for law-enforcement agencies using speed cameras to include: number of summonses issued, funds retained by localities, how localities used generated funds, amounts paid to private vendors, and collection costs

Requires the Department of State Police to submit aggregated speed camera data to both the General Assembly and the Virginia State Crime Commission by February 15 each year

Maintains existing framework allowing state and local law enforcement to operate photo speed monitoring devices, with civil penalties going to localities, the Literary Fund, or the Virginia Highway Safety Improvement Program depending on the issuing agency and location
