Establishes the Employee Child Care Assistance Program administered by the Virginia Early Childhood Foundation to provide state matching funds for employers who contribute to their employees' child care costs at eligible mixed delivery providers

Defines participating employers as those with at least one Virginia employee working 20 or more calendar weeks per year, with small businesses (fewer than 50 employees) given priority for funding awards

Distributes program funds on a first-come, first-served basis through third-party administrators, with specific match amounts and eligibility requirements to be set in the general appropriation act

Allows flexibility for additional funding contributions from philanthropic organizations, military programs, local governments, and economic development agencies

Requires the Virginia Early Childhood Foundation to submit an interim report by September 1, 2028, and a final summative report by September 1, 2030, with unexpended funds remaining available through June 30, 2030
