Caps compensation for veterans' benefits assistance at five times the monthly increase in benefits awarded, with fees contingent on actual benefit increases and refundable if awards are reversed.

Prohibits charging veterans for benefits assistance within one year of release from active duty unless the veteran signs a waiver declining free services available during that period.

Requires providers to give written disclosure in 12-point font stating they are not affiliated with the VA or Department of Veterans Services and that free alternatives may be available.

Bans use of international call centers, veterans' personal login credentials, and access to veteran information without background checks; violations are enforceable under the Virginia Consumer Protection Act.
