Amends Virginia Code § 33.2-909 to expand county authority for abandoning sections of the secondary state highway system by removing the requirement that the highway be located within a "residence district" as defined in § 46.2-100

Retains the requirement that the section of highway proposed for abandonment must be located within a county having a population density exceeding 1,000 persons per square mile

Maintains existing criteria that continued operation must constitute a threat to public safety and welfare, and that alternate routes must be readily available before abandonment can occur

Preserves procedural requirements including public notice, notification to the Board or Commissioner of Highways, and opportunity for public hearing if abutting landowners or the Board file a petition within 30 days

Requires due consideration of the historic value of any highway section proposed for abandonment
