Prohibits the manufacture, import, sale, transfer, or possession of plastic firearms containing less than 3.7 ounces of electromagnetically detectable metal that cannot be accurately detected by X-ray machines at security screening locations

Bans the sale, transfer, or possession of unserialized firearms and unfinished frames or receivers (commonly known as "ghost guns"), requiring all such items to have valid serial numbers

First violation of the unserialized firearm provisions is a Class 1 misdemeanor; second or subsequent violations are Class 4 felonies; plastic firearm violations are Class 5 felonies

Establishes procedures for federal firearms licensees to serialize firearms using their abbreviated license number followed by a unique identification number, with required record-keeping

Exempts antique firearms, items manufactured before October 22, 1968, law enforcement agencies, federally licensed gunsmiths and manufacturers, military personnel on duty, and new residents who comply within 90 days of moving to Virginia
