Amends Virginia Code § 15.2-958.2 to allow localities to provide homeownership grants to local government employees, school board employees, and constitutional officers' employees for purchasing primary residences

Removes the previous $25,000 cap on individual and lifetime cumulative homeownership grants per employee

Eliminates the requirement that grants comply with Virginia Housing and Development Authority regional sales price and household income limitations

Authorizes localities to offer residential housing assistance grants and enter public-private partnerships to provide affordable workforce housing alternatives for school division personnel

Grants may only use non-state funds and localities must establish terms and conditions by ordinance to ensure program integrity
