Establishes the Remediated Mine Gas Grant Program within the Department to support capture and utilization of methane from active and abandoned underground metallurgical coal mines in Virginia

Provides grants on a first-come, first-served basis to entities that incur eligible expenditures or successfully capture and sequester remediated mine gas, limited to one grant per grantee per fiscal year

Defines eligible expenditures as costs for machinery and equipment to capture mine gas for beneficial use (not flaring) and hiring employees whose primary duties involve gas capture or sequestration

Requires grant recipients to submit annual reports by October 1 detailing methane volumes captured/sequestered, equipment expenditures, and employee/vendor hiring costs related to the program

Mandates the Department to submit summarized program reports by January 1 to the Senate Finance and Appropriations Committee, Senate Agriculture Committee, House Appropriations Committee, and House Agriculture Committee
