Requires Virginia localities to hold public hearings before disposing of permanent easements or rights-of-way for new electric transmission/distribution facilities over 69 kilovolts, data center operations with supporting high-voltage infrastructure, or commercial/industrial facilities requiring such electric service

Public hearings must follow notice requirements in § 15.2-2204 and include disclosure of proposed use, anticipated community and environmental impacts, and alternative locations considered by the governing body

Exempts easements for maintenance or replacement of existing facilities from the public hearing requirement

Maintains existing exemptions from public hearings for leases to other public bodies and conveyances of site development or utility easements related to transportation projects consistent with local capital improvement programs

Amends three sections of the Virginia Code (§§ 15.2-1800, 15.2-1813, and 15.2-2109) governing local government property conveyances and public utility powers
