Requires the Adjutant General to submit annual reports to the General Assembly detailing all federal and state National Guard deployments, including dates, legal authority, costs, retention and readiness impacts, and any misuse of federal funding, with the initial report due by September 30, 2026

Prohibits the Governor from calling forth the National Guard for the purpose of intimidating, threatening, or coercing any person in voting or deterring them from voting

Bars armed militia from other states from entering Virginia for active military duty over the Governor's objection, unless called into federal service under Title 10 or Title 32 of the U.S. Code or for authorized training purposes

Allows legislative leaders to request the Attorney General assess the legality of Virginia National Guard deployments or deployments of other states' National Guards within the Commonwealth

Establishes a work group convened by the Secretary of Veterans and Defense Affairs to evaluate response processes for National Guard deployments, including special session requirements and security clearances for legislative leadership, with findings due by November 1, 2026
