Amends the Town of Herndon charter to require the town council to directly appoint both the town manager and town attorney, who serve at the council's pleasure

Grants the town manager authority to appoint and remove all department heads and town employees, except for the town manager and town attorney positions

Allows the town manager to reside outside town limits if the council contractually provides otherwise, rather than requiring mandatory town residency

Expands the town manager's enumerated duties to explicitly include personnel appointment authority, budget preparation, financial reporting, and arranging annual audits

Repeals six existing charter sections (§§ 5.3, 5.4, 5.5, 5.6, 6.1:2, and 7.5) to consolidate and streamline provisions regarding town officers and employees
