Prohibits prematurely separating captive mammalian wildlife offspring from their mothers before four months of age, with exceptions for medical necessity certified by a licensed veterinarian

Allows emergency neonatal separations up to 72 hours until a veterinarian can provide assessment and treatment

Exempts agricultural animals, accredited zoological facilities, the Department of Wildlife Resources, wildlife rehabilitators, and the U.S. Fish and Wildlife Service from the separation prohibition

Bans intentional hybridization (breeding different mammalian wildlife species together) for commercial purposes

Maintains existing permit fee structure of $20/year for endangered species and scientific collection permits, and $50/year for other wildlife permits
