Prohibits Virginia localities from adopting, enforcing, or maintaining minimum parking space requirements for any new construction approved on or after September 1, 2026, or for existing buildings undergoing material rehabilitation

Defines "material rehabilitation" as improvements costing at least 25% of the property's assessed value for local real estate tax purposes from the prior year

Preserves the right of developers and property owners to voluntarily provide parking spaces, and allows localities to regulate the design, location, and use of voluntarily provided parking

Exempts parking requirements established by federal or state law, including ADA accessibility requirements and electric vehicle charging infrastructure mandates

Declares any conflicting local ordinances void and automatically approves any development proposal denied solely due to parking mandate violations
