Prohibits the sale, distribution, or offer to sell nitrous oxide containers exceeding eight grams to the general public, with exemptions for health care providers, food service businesses, industrial/manufacturing uses, automotive performance shops (if denatured), research institutions, aerospace applications, and restaurant/food preparation purposes

Makes it unlawful to sell or distribute nitrous oxide delivery devices designed for direct inhalation to anyone not covered by the exemptions, expanding the previous restriction that only applied to minors under 18

Bans the sale of flavored nitrous oxide products that taste or smell like food, beverages, fruit, candy, desserts, or herbs to non-exempt individuals

Establishes that purchasing or attempting to purchase nitrous oxide containers over eight grams without qualifying for an exemption is a Class 1 misdemeanor

Maintains existing prohibitions on deliberately inhaling noxious chemical substances to become intoxicated (Class 1 misdemeanor) and inducing others to do so (Class 2 misdemeanor)
