Expands fee exemptions for special military license plates by adding subdivision B 3 of § 46.2-725 to existing exemptions for plates honoring those lost or injured in military service

Clarifies eligibility for registration fee waivers to include any veteran or unremarried surviving spouse who qualifies for special license plates under § 46.2-739, rather than only "disabled veterans" as previously defined

Applies to three categories of special plates: disabled veteran plates (DV), Gold Star family plates for immediate family of service members killed in combat or hostile conditions, and plates for families of service members who died while on active duty or in Reserve/National Guard drill status since March 29, 1973

Immediate family members eligible for Gold Star plates include widows/widowers (remarried or not), parents (including step, adoptive, and foster), children (including step and adopted), and siblings (including half-siblings)
