Establishes the Virginia College Opportunity Fund within the Commonwealth Savers Plan to provide financial assistance for higher education to Virginia residents who meet eligibility criteria.

Requires the Commonwealth Savers Plan Board to submit reports on the Fund's activities and performance to the General Assembly.

Amends existing Virginia Freedom of Information Act provisions to allow closed meetings for discussions involving proprietary investment information and personal data related to the Fund.

Expands the Commonwealth Savers Plan's investment advisory authority to cover the new Virginia College Opportunity Fund alongside existing prepaid tuition and savings trust programs.
