Allows electric cooperatives to enter construction agreements with large members (at least 20 megawatts demand) requiring interconnection with transmission lines of 230 kilovolts or more for dedicated-service substations

Members must fund all substation construction costs and, upon completion, transfer ownership to the cooperative by donation or agreed consideration, with ongoing operation and maintenance also at the member's sole expense

Cooperative must inspect completed substations within 60 days of receiving notice and issue final construction change orders within 30 days after inspection

State Corporation Commission must exclude all substation costs from the cooperative's general rates, ensuring no costs are passed to other ratepayers

Members may petition the Commission if a cooperative fails to negotiate or propose a draft agreement within 120 days, with the Commission required to issue an order within six months of filing
