Requires persons subject to protective orders or convicted of domestic assault and battery to surrender, sell, or transfer firearms within 24 hours to law enforcement, a licensed dealer, or a person who is at least 21 years old and does not reside with the prohibited person.

Mandates written certification within 48 hours confirming all firearms have been surrendered, sold, or transferred, with willful failure to certify constituting contempt of court.

Requires courts to advise prohibited persons that law enforcement may obtain a search warrant if there is probable cause the person has not relinquished all firearms.

Establishes documentation requirements including a form with the transferee's name, address, and signature, with copies provided to both the transferee and the court.

Provides immunity from civil and criminal liability for law-enforcement agencies handling surrendered firearms and allows disposal of unclaimed firearms after 120 days following the end of the prohibition period.
