Establishes the Smart Solar Permitting Platform, an internet-based system to automate plan review and instantly issue permits for residential solar energy systems on single-family and two-family homes

Requires the Department of Energy to launch the platform by July 1, 2027, with localities required to allow permit submissions through the state platform or an equivalent alternative platform by July 1, 2028

Covers residential solar systems weighing up to 4 pounds per square foot on homes with up to 200-amp service, including solar panels, batteries, main panel upgrades, and related equipment

Platform must be available 24/7, accept electronic signatures, perform automated code compliance checks, and produce construction documents for inspections

Directs the Department of Energy to convene a work group to determine whether local permit fee surcharges should help offset state platform costs, with findings due to the General Assembly by November 1, 2026
