Requires tradespeople to provide written notification to property owners when installing invasive plant species, as specified in Board of Agriculture and Consumer Services regulations

Establishes civil penalties for tradespeople who fail to provide required written notification: $250 for first violation, $500 for second violation, and $1,000 for each subsequent violation

Deposits all civil penalty proceeds into the Plant Pollination Fund

Maintains existing Class 1 misdemeanor penalty for other violations of the chapter and its regulations
