Directs the Joint Commission on Technology and Science (JCOTS) to evaluate developing a framework for independent verification organizations that assess AI models and applications for safety standards

Requires JCOTS to consider risks posed by AI deployed in Virginia, availability of measurable risk metrics, existing mitigation standards, and practices used in other states

Mandates evaluation of fiscal impact and current methodologies used to assess AI compliance with technical and operational requirements

If JCOTS recommends the framework, they must further evaluate a licensing scheme for independent verification organizations and whether VITA or another state agency could manage it

Report with findings and recommendations due to Senate and House committees by November 1, 2026
