Requires mandatory PFAS testing of sewage sludge beginning January 1, 2027, using EPA Method 1633, with monthly sampling initially and quarterly sampling allowed thereafter upon Department approval

Establishes tiered restrictions based on PFOS/PFOA concentrations: prohibits land application when levels reach 50+ micrograms per kilogram (rolling 12-month average), reduces application rates to 3 dry tons per acre for levels between 25-50 micrograms per kilogram

Beginning July 1, 2029, shifts from individual PFOS/PFOA limits to combined concentration limits using the same 25/50 microgram per kilogram thresholds

Requires permit holders to notify landowners of PFAS test results in a reader-friendly format at least two weeks before land application when concentrations fall within regulated tiers

Directs the Department of Environmental Quality to convene a work group to study PFAS reduction strategies, sampling programs for industrial residuals and fields, and remediation options, with recommendations due by November 1, 2027
