Amends the City of Virginia Beach charter to establish a "blue line" boundary running along North Landing Road, Indian River Road, New Bridge Road, and Sandbridge Road to the Atlantic Ocean

Requires a three-fourths supermajority vote of all elected City Council members to approve any rezoning to higher density or more intense use south of the blue line

Prohibits extension of public water and sewer systems south of the blue line unless existing on-site utilities are failing or likely to fail, as confirmed by the Virginia Department of Health

Limits public utility extensions to serve existing developments, commercial expansions no greater than double the original floor area, or residential expansions of no more than 10 percent with no additional dwelling units

Mandates a public hearing before City Council can approve any utility extension south of the blue line
