Reorganizes the Virginia Alcohol Safety Action Program (VASAP) statutory framework by consolidating provisions into a new Article 2.1 (§§ 18.2-273.1 through 18.2-273.9) in Chapter 7 of Title 18.2.

Repeals existing sections §§ 18.2-270.2, 18.2-271.2, and 18.2-271.4, replacing them with the new consolidated article governing the Commission on VASAP.

Updates cross-references throughout the Code of Virginia, including in criminal justice agency definitions (§ 9.1-101), DUI refusal penalties (§ 18.2-268.3), and ignition interlock provisions (§ 18.2-270.1).

Maintains VASAP-certified programs as criminal justice agencies authorized to access criminal history record information for program administration purposes.

Contains technical amendments effective July 1, 2026, aligning with other pending statutory changes to the criminal justice definitions.
