Continues requiring schools to participate in both the federal National School Lunch Program and School Breakfast Program

Maintains existing requirement that schools provide lunch to any student who requests it, regardless of ability to pay, while prohibiting use of third-party debt collectors for unpaid meal debts

Repeals existing Code section 22.1-207.3 and grants the Department of Education authority to create rules for implementation
