Transfers administration of nursing scholarships and loan repayment programs from the State Board of Health to the Virginia Health Workforce Development Authority (VHWDA).

Establishes the Virginia Nursing Workforce Center within VHWDA to coordinate statewide nursing data collection, address critical shortages, and represent Virginia in national nursing workforce matters.

Requires state agencies including the State Council of Higher Education, Department of Health Professions, and Virginia Community College System to submit annual health workforce data to VHWDA in standardized electronic format.

Grants VHWDA authority to evaluate all state health workforce incentive programs, including scholarships, loan repayment, and rural placement initiatives, and to issue findings and policy recommendations.

Exempts VHWDA from the Virginia Administrative Process Act, Virginia Personnel Act, and Virginia Public Procurement Act.
