Virginia DMV must provide a method for individuals renewing driver's licenses, identification cards, or vehicle registrations electronically to make voluntary contributions to the Virginia Donor Registry and Public Awareness Fund and the Virginia Highway Safety Improvement Program

Contributions to the Virginia Donor Registry and Public Awareness Fund will be collected by DMV and transmitted to the Virginia Transplant Council

Contributions to the Virginia Highway Safety Improvement Program will be collected by DMV and transmitted to the Commonwealth Transportation Board to be used solely for highway safety improvements

The bill consolidates voluntary contribution provisions into a new section (§46.2-212.3) and removes redundant language from existing driver's license statutes (§46.2-342)

The Virginia Highway Safety Improvement Program allocates at least 54% of funds for infrastructure projects addressing hazardous road locations and at least 29% for behavioral crash prevention strategies
