Requires government agents and state employees to immediately notify parents in writing if a minor exhibits symptoms of gender dysphoria or expresses a desire to be treated inconsistently with their biological sex

Prohibits state funds from being used directly or indirectly for gender transition procedures or for government health plans that cover such procedures

Creates a civil cause of action allowing affected individuals to sue for compensatory damages, punitive damages, and attorney fees, with a statute of limitations extending to 20 years after a minor turns 18
