Authorizes pharmacists to remotely provide counseling and verification for methadone and other opioid use disorder medications at federally certified opioid treatment programs using real-time, two-way audiovisual communication

Permits pharmacy technicians or other authorized personnel to dispense medications under remote pharmacist supervision, provided the pharmacist is licensed in Virginia and immediately available via audiovisual communication

Requires the Board of Pharmacy to establish regulations for technology standards, staff training, documentation, patient privacy, and safety requirements

Allows pharmacists to serve as pharmacist-in-charge at multiple opioid treatment program pharmacies, potentially with a requirement for on-site presence at least one day per calendar month

Creates an exception to existing law requiring pharmacies to have a pharmacist physically present on premises
