Allows licensed distillers operating government stores on their premises to sell spirits at retail for on-premises or off-premises consumption, expanding beyond the previous limitation of only charging for organized tasting events

Increases the daily limit for spirits that may be sold to a consumer at distillery tasting rooms from three ounces to six ounces per day

Requires distillers serving spirits to have food "reasonably available" at all times, including substantial items like sandwiches, wraps, pizza, or salads with protein (not just prepackaged snacks); failure to comply may result in termination of the agency agreement

Contains a sunset provision expiring July 1, 2028, and requires the Virginia Alcoholic Beverage Control Authority to report compliance data to legislative committees by November 1, 2026, and November 1, 2027

Directs the Authority to convene a stakeholder group to review manufacturer event licenses and off-site sales privileges, with findings due to legislative committees by December 1, 2026
