Expands the definition of "school" for school crossing zones to include public and nonprofit private institutions of higher education as defined in Virginia Code § 23.1-100

Requires colleges and universities to pay all costs for establishing, installing, maintaining, and operating school crossing zones on or near their property

Allows institutions of higher education to decline establishing a school crossing zone or set sign operation hours based on class schedules rather than the standard 30 minutes before and after regular school hours

Excludes school crossing zones near colleges and universities from eligibility for photo speed monitoring device enforcement, limiting such devices to K-12 school zones

Sets maximum speed limit of 25 miles per hour in school crossing zones, with violations punishable by fines up to $250
