Directs the Department of Energy, in consultation with the State Corporation Commission, to evaluate and assess benefits, impacts, best practices, and implementation recommendations for demand response programs in Virginia

Requires review of existing demand response programs and networks in the Commonwealth and current and prospective participation rates

Mandates assessment of potential requirements for demand response programs to meet minimum reliability and resource adequacy standards set by regional transmission entities

Evaluation must address program requirements to reduce customer energy consumption during grid emergencies, avoid increasing local air pollution through fossil fuel generators, and ensure cost effectiveness

Report must be submitted to the Senate Committee on Commerce and Labor and House Committee on Labor and Commerce by November 1, 2026
