Authorizes Virginia localities to adopt ordinances requiring successor service employers to retain incumbent service employees for a 90-day transition period when contracts change hands at covered locations

Covered locations include multifamily buildings with 50+ units, commercial buildings over 75,000 square feet, schools, airports, train stations, warehouses, museums, and arenas

Service employees covered include janitors, security officers, maintenance technicians, groundskeepers, airport ramp and cargo workers, and school food preparation staff working at least 16 hours per week

Localities may require 30-day advance written notice to incumbent employees before contractor transitions, along with employee lists provided to successor employers

Employees may bring civil action for violations, recovering back pay, attorney fees, and up to triple damages or $1,000 for willful violations
