Directs the Virginia Department of Education to convene a stakeholder work group to conduct a comprehensive review of alternative licensure pathways for public school teachers

Defines alternative licensure pathways to include local eligibility licensure, career-switcher programs, Teach for America, iTeach Virginia, nontraditional education preparation programs, and long-term substitute teachers acting as teachers of record

Requires the work group to include representatives from education associations, higher education faculty, career-switcher programs, teachers in alternative pathways, the Advisory Board on Teacher Education and Licensure, and legislative committee chairs as ex officio members

Mandates collection and analysis of data on provisionally licensed teachers, retention rates, student achievement outcomes, and disparities in teacher distribution across school divisions, particularly affecting economically disadvantaged students, students of color, students with disabilities, and English language learners

Requires an interim report by October 1, 2026, and a final report with findings and recommendations by October 1, 2027, to be submitted to the Governor and legislative committee chairs
