Amends Virginia Code § 32.1-164 to create a new civil penalty specifically for intentional discharge of untreated sewage onto land or into Commonwealth waters

Establishes a maximum civil penalty of $50,000 per violation for intentional untreated sewage discharges, significantly higher than existing penalties

Existing penalty structure for other sewage system violations remains unchanged at $100 for initial violations and $150 for additional violations, with a $3,000 cap

The new penalty applies separately from the general civil penalty schedule and targets deliberate rather than accidental sewage releases
