Authorizes the Virginia Criminal Sentencing Commission to contribute criminal justice data on adults charged with offenses punishable by incarceration to the Virginia Longitudinal Data System

Permits the sharing of personal and case identifying information solely for linking datasets to create de-identified research datasets

Requires that any personal or case identifying information remain confidential and prohibits its public release

Exempts shared data containing personal or case identifying information from the Virginia Freedom of Information Act

Maintains existing requirements for the Commission to collect statewide and locality-level criminal case data and publish annual reports by December 1
