Requires the Department of Medical Assistance Services (DMAS) to establish a Tribal Medicaid Advisory Group consisting of the Director or designee, an Indian Health Service representative, and representatives from each federally recognized tribe administering a tribal health program

Mandates the advisory group work collaboratively on state plan amendments, waiver requests, and policies affecting tribal health programs at least 60 days before public notice and comment periods

Requires the advisory group to meet in person at least quarterly and develop a tribal health program billing manual

Establishes that DMAS must recognize the eligibility of any tribal health program to participate as a Medicaid provider in accordance with federal law

Requires DMAS to consult with tribal health programs at least 60 days prior to taking any adverse action, including payment suspensions or investigations, regarding their participation in the state plan
