Directs the Senate Finance and Appropriations Committee and House Appropriations Committee to convene a work group assessing the transition of the Department of General Services from an executive branch agency to an independent agency of the Commonwealth

Work group members include Staff Directors from both appropriations committees, the Director of the Department of General Services, the Director of the Department of Planning and Budget, and the Director of the Division of Legislative Services (or their designees)

Requires evaluation of statutory changes, governance structure, budgetary implications, and transfer of procurement and capital outlay responsibilities to the Governor for executive agencies

Intent is for the independent Department to serve the executive, legislative, and judicial branches, as well as independent agencies and political subdivisions, equally

Joint report with findings and recommendations due to the Governor and General Assembly by October 15, 2026, with full transition to be finalized in the 2027 Regular Session
