Requires handguns left in unattended vehicles to be stored out of plain view in a locked hard-sided container, locked glove compartment, or locked center console

Defines "handgun" as any pistol, revolver, or firearm designed to fire projectiles when held in one hand

Applies to vehicles left unattended on public highways, public property, or commercial/retail parking areas where the owner cannot observe the vehicle

Violation constitutes a Class 4 misdemeanor

Exempts antique firearms, law-enforcement officers, vehicles parked in the Capitol west parking structure, and persons who report firearm theft or loss to police
