Establishes the Income-Qualified Energy Efficiency and Weatherization Task Force within the Department of Housing and Community Development to identify barriers to energy efficiency program access for low-income Virginians

Defines income-qualified individuals as those earning no more than 60% of Virginia median income or 200% of federal poverty level, whichever is higher

Task Force membership includes at least 12 citizen members plus representatives from state agencies, utilities, clean energy advocates, ratepayer advocates, affordable housing organizations, and weatherization service providers from each region

Requires a report by September 30, 2027, with a plan to provide weatherization and whole-home energy efficiency retrofits to all eligible income-qualified households by December 31, 2034

Report must include geographic data on program participation, waitlist numbers, enrollment barriers, workforce issues, and five years of census tract-level data on energy efficiency improvements provided to low-income households
