Protects landowner vested rights in residential projects from being affected by local circuit court rulings or orders on zoning ordinance amendments when such rulings affect at least 25 individual parcels within a locality

Vested rights remain protected unless the significant affirmative governmental act approving the specific residential project is the direct subject of the court ruling or order

Maintains existing vested rights protections for landowners who obtain governmental approval for development, rely on it in good faith, and incur substantial expenses in pursuing the project

Codifies significant affirmative governmental acts including: accepted proffers, approved rezonings, special exceptions, variances, approved subdivision plats, site plans, and written zoning administrator determinations

Amends Virginia Code § 15.2-2307 by adding a new subsection specifically addressing circuit court rulings while preserving existing provisions on nonconforming uses and structures
