Creates the Marcus Alert Evaluation Task Force within the Department of Behavioral Health and Developmental Services, requiring the Department to convene the task force at least semi-annually

Requires the Department to provide staffing support for the Task Force and grants authority to adjust and update Task Force membership as needed

Mandates the Department collaborate with the Task Force on annual reports to the Governor and General Assembly committees regarding the comprehensive crisis system's effectiveness

Annual reports must include data on Marcus alert programs, crisis call center calls, mobile crisis responses, law-enforcement involvement, crisis incidents, and racial/ethnic disparities in response outcomes

The Marcus alert system provides behavioral health crisis response protocols to divert individuals experiencing mental health, substance abuse, or developmental disability crises to appropriate services, with full statewide implementation required by July 1, 2028
